The Badge at the centre of a blue flag follows the pattern of many of the flags of lieutenant-governors and territorial commissioners in Canada.

The territorial arms and crest surrounded by maple leaves and purple saxifrage flowers, the territorial floral emblem, represent the role of the Commissioner in the Territory’s government.
