Bleu Céleste on a base enarched Argent to the dexter a polar bear passant reguardant proper, in the sinister canton a fleur-de-lis Azure dimidiating a snowflake Argent;
Symbolism

The blue represents the Francophonie, while the white curve represents the 60th parallel, beyond which lie the Northwest Territories. The bear symbolizes freedom, nature and wide open spaces. The fleur-de-lis and snowflake represent the Francophone community throughout the North. This symbolism is based on a variety of publicly-available sources.
