The Canadian Heraldic Authority does not have confirmed symbolism for this emblem. The following comments are hypotheses only. The lion’s head is possibly a canting reference to Mr. Gagnon’s birthplace of Saint-Léon-de-Standon, Quebec. The maple leaves represent Canada, while the fleur-de-lis are for Quebec, the province of which Mr. Gagnon was Lieutenant Governor.
